<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: September 27, 2023 <br /> <br />RE: Change Order #4– Pioneer Park Improvements <br /> Thunder Bay/Westwinds Park Trail Extension <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />Motion to approve Change Order No. 4 to Albrecht Company in the amount of $161,370.00. <br /> <br />BACKGROUND: <br />The final design of the Thunder Bay/Westwinds Park Trail Extension has been completed ahead <br />of schedule and is ready for construction as early as this Fall. $235,000 for the trail extension is <br />provided in the 2024 Capital Improvement Program. The sole easement necessary for the project <br />was secured earlier this year. With the Pioneer Commons development planning to install their <br />public trail segment this Fall, City staff is seeking to accelerate the City’s trail extension project <br />to provide more immediate service to the general public who is eager to use it. <br /> <br />To accelerate the project for Fall construction, City staff worked with the Pioneer Park <br />contractor, Albrecht Company, to expand their trail paving scope of work to include paving the <br />Thunder Bay/Westwinds Park Trail Extension by means of Change Order #4. Additionally, the <br />landscaping and concrete scopes of work would meet the needs associated with the trail <br />extension project. <br /> <br />The additional work associated with Change Order #4 is $161,370. The City will have additional <br />construction-engineering and in-house costs to complete the project. In-house tasks include the <br />installation of crosswalk signs and other road signs. <br /> <br />If winter comes early, portions of this trail extension may need to be completed next Spring. <br /> <br />Since the Thunder Bay – Trail Connection CIP project is scheduled for 2024, staff needs to <br />request authorization from the Council before proceeding with any expenditure for projects <br />beyond 2023. <br /> <br />SOURCE OF FUNDS: <br />Change Order #4 will be funded by the City’s Park Land Acquisition Fund (456). <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council approve Change Order #4 in the amount of $161,370.00.
