Page 2 of 7 <br />POLICY <br />This policy is intended to set forth the objectives of the City of Little Canada’s employee <br />preventive health and employee recognition programs and to provide for the expenditure of <br />public funds as necessary to achieve these objectives in a manner consistent with the law. <br />The Mayor and City Council, cognizant of the fact that public funds must be spent for public <br />purposes pursuant to Minnesota Statutes and the laws of Minnesota which provide for the <br />expenditure of public funds only when done for public purposes; do believe that it is necessary <br />and proper to provide for the funding of a preventive health and employee recognition services <br />program for City employees to encourage and reward stability in employment, a sense of unified <br />purpose, team building and acknowledgement. As there is public purpose in promoting these <br />activities, the city believes that the program serves the interest of the citizens of our community. <br />In order to provide assistance and guidance in the implementation of the program, the City <br />Council has adopted the following public purpose guidelines for use by the City Administrator, <br />elected officials and appointed department heads to establish specific administrative policies and <br />procedures that are consistent with these guidelines. This policy is designed to enhance <br />productivity and foster excellence by maintaining a productive environment for City employees. <br />Definition: A public purpose expenditure is one which relates to the purpose for which the City <br />of Little Canada exists and the duties and responsibilities of Little Canada, its elected and <br />appointed officials, employees and other representatives. <br />Employees eligible for recognition under this policy are regular full and part-time city <br />employees, members of the Little Canada Fire Department, as well as all committees board <br />members and volunteers. <br />PROGRAM OBJECTIVES <br />a)to increase morale and employee, board members and volunteer’s motivation; <br />b)to encourage loyalty and long-term retention of employees, board members and <br />volunteers; and <br />c)to celebrate the accomplishments and service of retiring employees, to demonstrate <br />the appreciation of the City Council, employees and citizens of the City of Little <br />Canada for the public service provided by all Little Canada employees, board <br />members and volunteers.
