Page 4 of 7 <br />b)The City Clerk is directed to purchase suitable plaques or certificate of appreciation <br />for this purpose at a price of no more than $100.00. The certificate shall be signed by <br />the Mayor and the City Administrator and/or department head and any other <br />supervisors designated by the department. <br />c)The award shall be presented by the Mayor at a City Council meeting on a date as <br />close as practical to the service anniversary date. <br />d)Following the award celebration, refreshments not to exceed $100.00 will also be <br />provided. <br />RETIREMENT RECOGNITION <br />a)Retirement, for the purpose of this policy, shall be defined as meeting the <br />qualifications for retirement under the rules of the Minnesota Public Employee <br />Retirement Association (PERA). <br />b)Employees who are retiring from service shall receive a plaque commemorating their <br />retirement in the same manner as for a service anniversary award. <br />c)The City will hold a retirement reception honoring the retiree. The City will <br />contribute not more than 300.00 to the costs of refreshments for the reception, which <br />will be held either in conjunction with the presentation of the plaque at a City Council <br />meeting, or at another date and time to be determined upon consultation with the <br />employee. <br />d)Should an employee choose not to participate in a retirement reception, no <br />compensation shall be paid to the employee in lieu of the city contribution to the <br />reception. <br />MEETINGS FOOD/MEALS <br />The City Council recognizes that situations in which City business needs to be discussed can and <br />do occur during meal hours (i.e. luncheon meetings, early evening workshops, or strategic <br />planning sessions). In addition, there are public and employee meetings and events in which <br />reasonable refreshments may add to the success of the meeting and/or event and create a more <br />productive work force. The following items are deemed to meet the Council definition of public <br />purpose expenditures in regards to food and meals. <br />a)Meals and refreshments are allowed at City meetings and events that have a purpose <br />of discussing City issues. These meetings would normally have a pre- planned <br />agenda. <br />b)Meals and refreshments are allowed at employee meetings and events that have a <br />purpose of discussing City issues or are a part of an employee training.
