Page 6 of 7 <br />community organizations when the purpose is to promote, advertise, improve or <br />develop the City’s resources and advantages and not personal interest or gain. <br />b)The cost of memberships/dues is included in the departments’ dues & subscriptions <br />accounts in the Little Canada Annual Operating Budget. These accounts are approved <br />annually by the City Council as part of the overall budget approval process which <br />includes a public hearing on the proposed budget. <br />c)All donations must be approved by the City Council during the annual budget process <br />and/or by City resolution. Donations provided by the City must be for programs that <br />serve our citizens and are deemed to meet the public purpose guidelines. Such <br />donations could include in-kind services and/or financial contributions towards <br />community festivals, events, parks, or celebrations. Any donation request will be <br />evaluated by the City Attorney to determine whether or not it meets public purpose <br />guidelines. <br />OTHER RECOGNITION PROGRAMS <br />a)Annually the City will recognize the public service of City staff, Council members, <br />and members of City committees, commissions and boards during an Annual <br />Recognition Meeting. Expenditure of City funds for this annual meeting will be <br />determined by the City Council at the time of approval and must be expended as <br />necessary to achieve the objectives of the City’s Employee Recognition Policies. <br />b)The City may also sponsor an Employee Recognition Luncheon or Summer <br />Employee Picnic to thank them for their work throughout the year. <br />c)The City of Little Canada with coordination of the Little Canada Days Committee <br />will recognize Little Canada Citizen(s) of the Year annually to be presented during a <br />Little Canada Days Event. <br />d)The City may send a card in the event of one of the following occurrences: <br />i.Serious accident or illness to a current employee and immediate <br />family members <br />ii.Death of a current or former employee; employee’s spouse, parent, <br />child, grandparent or grandchild <br />iii.Surgery (once per year, otherwise a card if more than once) <br />iv.Birth of a child while employed by the City <br />e)The City will provide a cake or comparable food item when a permanent City <br />employee in good standing leaves City employment <br />CONCLUSION <br />The Little Canada City Council has determined that the above expenditures are valid <br />expenditures, serve a public purpose, and are in accordance with Minn. Stat. Sec. <br />15.46, 43A.17, 412.111, and reference the League of Minnesota’s Human Resources <br />Reference Manual (HRRM) Chapter 5: Benefits, Sec. IV, Sub. Sec. B.
