XXX <br /> <br />AN ORDINANCE ENACTING LITTLE CANADA CITY CODE CHAPTER 420, <br />CANNABIS AND TOBACCO USE WITHIN PUBLIC PROPERTY <br />AND PUBLIC PLACES <br /> <br /> <br />The Little Canada City Council, Ramsey County, Minnesota does hereby ordain: <br /> <br />SECTION 1. ENACTMENT. Little Canada City Code Chapter 420 is hereby enacted as <br />follows: <br /> <br />CHAPTER 420 CANNABIS AND TOBACCO USE WITHIN PUBLIC PROPERTY AND <br />PUBLIC PLACES <br /> <br />PURPOSE <br />The main objectives of this Ordinance are to protect the health of the people of the City of Little <br />Canada form the negative effects of commercial tobacco, cannabis, and cannabis related products <br />while in public property and public places. To affirm the right of people to breathe air without <br />secondhand smoke. To reduce commercial tobacco, cannabis, and cannabis related product use <br />and exposure in children, youth and young adults. To protect the health of vulnerable and <br />disproportionately impacted populations. And, to reduce waste from commercial tobacco, <br />cannabis, and cannabis related products that can harm human and animal health and the <br />environment. <br /> <br />1. DEFINITIONS <br />a. City – shall mean and refer to the City of Little Canada. <br />b. Public Place – including any indoor or outdoor area used by or open to the general <br />public except on those premises licensed by the State of Minnesota or County of <br />Ramsey to permit on-site consumption; as outlined in Minn Stat. Chapter. 144, <br />Sec. 144.413, Subd. 2, as amended from time to time. <br />c. Public Property – property, real and personal, that is owned, managed, or <br />controlled by the City, including, but not limited to: City buildings and all the <br />land thereon, parking lots, parks, pathways and trails, and city rights-of-way <br />consisting of both the traveled portion and the abutting boulevard, sidewalks and <br />trails, and any City personal property, such as motor vehicles, city equipment, and <br />the like. <br />d. Tobacco, tobacco-related devices, and electronic delivery device – shall have the <br />meaning as outlined in Minn Stat. Chapter. 609, Sec. 609.685, Subd 1(a), as <br />amended from time to time.
