STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:October 25, 2023 <br />RE:Appoint Mayor Fischer to Ramsey County Emergency Services Dispatch Policy <br />Committee <br />ACTION TO BE CONSIDERED <br />Consider appointing Mayor Fischer to the Ramsey County Emergency Services Dispatch Policy <br />Committee. <br />BACKGROUND <br />in 2006, three dispatch center operations in Ramsey County merged into one consolidated <br />dispatch center to become the Ramsey County Emergency Communications Center. Along <br />with the merger, a Dispatch Policy Committee was formed to serve as a representative <br />advisory body for all dispatch center users. This committee is made up of eight elected <br />officials: the St. Paul Mayor, three St. Paul City Council Members, two elected officials of <br />other cities in Ramsey County that do not operate a separate dispatch center; either the <br />Maplewood Mayor or one Maplewood City Council Member; and the Ramsey County <br />Sheriff. <br />Little Canada Mayor Fischer has been asked to join the Dispatch Policy Committee as one of <br />the two representatives of cities in Ramsey County that do not operate a separate dispatch <br />center. He will replace the former mayor of Mounds View. The mayor of Arden Hills is the <br />other representative in this category. The bylaws of the Dispatch Policy Committee state that <br />committee members shall be appointed by the jurisdictions they represent, so the Little <br />Canada City Council would need to formally appoint Mayor Fischer to this committee. This <br />appointment would take effect immediately. <br />RECOMMENDATION <br />Appoint Mayor Fischer to the Ramsey County Emergency Services Dispatch Policy Committee.
