STAFF REPORT <br />1 <br />TO: Mayor Fischer and Members of the City Council <br />FROM: Corrin Wendell, Community Development Director <br />DATE: October 25, 2023 <br />RE: Adopt Ordinance 881, amending City Code Chapter 1103.020 and enacting City <br />Code Chapter 1103.030: the Raising of Chickens within the City <br />ACTIONS TO BE CONSIDERED <br />Adopt Ordinance 881, amending City Code Chapter 1103.020 and enacting City Code Chapter <br />1103.030: the Raising of Chickens within the City, and approve publication of a summary <br />ordinance. Pursuant to Minnesota Statutes Section 412.191, in the case of a lengthy ordinance, a <br />summary may be published. <br />BACKGROUND <br />At the October 11, 2023 City Council meeting, the Council reviewed the proposed ordinance, took <br />comments from the public during the public hearing, and inquired about various elements of the <br />new ordinance. After taking public comment and reviewing the ordinance, the Council discussed <br />additional information related to chicken coop proximity to bodies of water and tabled the <br />discussion. <br />FINDINGS <br />Please see the attached draft ordinance for the detailed language as well as the previous Staff <br />Report given at the October 11, 2023 City Council meeting. City staff has made several <br />adjustments to the draft ordinance based on feedback from the August and September Planning <br />Commission meetings, October 11th City Council meeting, public comment, city requirements, <br />and the survey process. <br />Website: <br />City staff has drafted a webpage to provide additional information to residents who will be <br />applying to keep chickens. It will contain more information about the application process and <br />review, related fees, ordinance requirements, and general education for residents to take advantage <br />of as encouraged by the City.
