STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Bill Dircks, Public Works Director

DATE: October 25, 2023

RE: City Hall Window Replacement

ACTION TO BE CONSIDERED:
Motion to approve replacement of five ground level windows and the clearstory windows above
the front door by Shaw Stewart in the amount of $52,250.

BACKGROUND:
The Kraus-Anderson facility assessment that was performed in 2021 highlighted some windows
that need to be replaced at City Hall. Most of the windows have been replaced in the building
over the past fifteen years, but there are five ground level windows and the large clearstory
windows above the front door in the lobby that have never been replaced. All of the windows
have shown signs of leaking and the clearstory windows have an aftermarket tinted film on them
that has started to fail and look bad. The new windows would have grey tinted glass rather than
a film.

The ground level windows to be replaced are the conference room, the two windows on each
side of the main lobby entrance, and the two offices on the north side of the building. They will
all be replaced with similar type frames on the exterior and interior.

Staff obtained two quotes for the work. Shaw Stewart and Gladstone Window and Door both
came out and looked at the windows. Shaw Stewart submitted a bid of $24,150 for sash set
ground level windows, which are recommended for this application for the ease of maintenance
and replacement in the future. They also submitted an alternate price of $28,100 for sash set
clearstory windows above the front door.

Gladstone Window and Door submitted a bid of $29,410.35 for the ground level windows and
did not submit a bid for the clearstory windows.

Shaw Stewart works with a reputable contractor for installations and the contractor said the
installations should be pretty smooth. There may be some re-routing of foot traffic necessary
while the clearstory windows are being replaced but they were confident they could come up
with a solid plan. There is approximately seventeen weeks of lead time for the window
production so this work will likely not be completed until late-winter into spring.
