10 <br /> <br />City of Little Canada Personnel Policy <br />Purpose <br /> <br />This policy establishes the procedure through which eligible employees may voluntarily donate a <br />portion of their accrued Paid Time Off (PTO) to be converted to assist another employee who has <br />exhausted all forms of paid leave due to a “medical emergency.” <br /> <br />A medical emergency is defined as a physician’s diagnosis of a major life threatening event of an <br />employee or immediate family member that will require the employee to be absent a prolonged period <br />from their employment duty and will result in substantial loss of income to the employee because the <br />employee will have exhausted all paid leave available apart from the leave donation plan. Immediate <br />family for the purpose of this policy shall include employee’s spouse, children, parents, grandparents, <br />grandchildren and includes the children, parents, grandparents, and grandchildren of the employee’s <br />spouse, and any person regularly residing in the employee’s immediate household. <br /> <br />A qualifying major life-threatening event includes, but is not limited to, heart attack, stroke, cancer, <br />organ transplant, life threatening illness or condition as defined by a physician’s diagnosis using the <br />FMLA medical certification of the catastrophic health problem. <br /> <br />Policy <br /> <br />With the written consent of the City Administrator, employees having accrued PTO time can donate a <br />portion of such accrued leave to fellow employees experiencing a qualifying event. The City <br />Administrator has the right to deny or limit use of donated leave if it is determined to be in the best <br />interest of the City. <br /> <br />Eligibility <br /> <br />Employees must be benefit-eligible in order to participate as a recipient or donor in the PTO Donation <br />Program. Requests for participation in the PTO Donation Program will be accepted only for <br />individuals who are defined as having an approved medical emergency and who are within one pay <br />period of exhausting all accrued paid leave. Employees receiving Workers’ Compensation benefits <br />from city-related injuries or illnesses are not eligible to receive donations. <br /> <br />Conditions <br /> <br />The terms and conditions governing the PTO Donation Program are as follows: <br /> <br />Forms: Completed donation forms must be submitted to the City Administrator for approval. The <br />approval remains valid until the employee notifies the City Administrator to annul the approval or the <br />employee becomes ineligible to participate in the program. <br /> <br />Participation: Participation is voluntary and no employee shall pressure or otherwise attempt to <br />influence another employee to donate accrued time. All donations will be kept confidential and the <br />City will not inform the recipient of the names of those donating hours or the number of hours which <br />have been donated. No provisions of this policy or its administration shall be subject to review under <br />the grievance process.
