STAFF REPORT TO: Mayor Fischer and Members of City Council FROM: Chris Heineman, City Administrator Sam Magureanu, Finance Director DATE: November 08, 2023 RE: Agreement for Ramsey County Law Enforcement Services ACTION TO BE CONSIDERED: Motion to approve 1-year Agreement for Law Enforcement Services with the Ramsey County Sheriff’s Department from January 1, 2024 through December 31, 2024. BACKGROUND: Attached is a copy of the Agreement for Law Enforcement Services with the Ramsey County Sheriff’s Department. The Agreement authorizes the Ramsey County Sheriff’s Department to provide police services to the City of Little Canada for a period of one year commencing on January 1, 2024 through December 31, 2024. The current contract has been in effect from January 1, 2023 and expires on December 31, 2023. According to the Agreement, either party may terminate this Agreement at the end of a calendar year and prior to the end of the Term of the Agreement by notifying the other party to this Agreement and the other MUNICIPALITIES in writing of their intent to terminate the Agreement at least nine (9) calendar months prior to the end of the calendar year. The format of the Agreement is the same for all participating jurisdictions. Similarly, if either party intends not to renew this Agreement at the end of its Term, the party must notify the other party and other MUNICIPALITIES in writing at least nine (9) calendar months prior to the end of the contract Term. The 2024 Ramsey County Sheriff’s Department contract for police services includes a 10.34% increase ($176,387) over the 2023 budget. This year’s major cost driver is a result of the City of Falcon Heights withdrawing from the RCSO contract at the end of 2023, which creates an additional strain on the remaining six contract cities. The City of Little Canada’s pro rata share for the contracted services have been included in the proposed 2024 budget. The total pro rata share for Little Canada for 2024 will be 17.46% or $1,969,208.97. This equates to approximately 36.56% of our General Fund budget. The net cost for police services for the City of Little Canada after projected pass-through revenues will be $1,882,650.90. The form of the contract is the same for all participating jurisdictions with the exception of a 1-year contract term Little Canada. The City of Little Canada has opted to renew for one year at a time (rather than a 3-year term) in order to evaluate other options for contract police services.
