<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Chris Heineman, City Administrator <br /> Sam Magureanu, Finance Director <br /> <br />DATE: November 08, 2023 <br /> <br />RE: Agreement for Ramsey County Law Enforcement Services <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve 1-year Agreement for Law Enforcement Services with the Ramsey County Sheriff’s <br />Department from January 1, 2024 through December 31, 2024. <br /> <br />BACKGROUND: <br />Attached is a copy of the Agreement for Law Enforcement Services with the Ramsey County Sheriff’s <br />Department. The Agreement authorizes the Ramsey County Sheriff’s Department to provide police <br />services to the City of Little Canada for a period of one year commencing on January 1, 2024 through <br />December 31, 2024. The current contract has been in effect from January 1, 2023 and expires on <br />December 31, 2023. <br /> <br />According to the Agreement, either party may terminate this Agreement at the end of a calendar year <br />and prior to the end of the Term of the Agreement by notifying the other party to this Agreement and the <br />other MUNICIPALITIES in writing of their intent to terminate the Agreement at least nine (9) calendar <br />months prior to the end of the calendar year. The format of the Agreement is the same for all participating <br />jurisdictions. Similarly, if either party intends not to renew this Agreement at the end of its Term, the <br />party must notify the other party and other MUNICIPALITIES in writing at least nine (9) calendar <br />months prior to the end of the contract Term. <br /> <br />The 2024 Ramsey County Sheriff’s Department contract for police services includes a 10.34% increase <br />($176,387) over the 2023 budget. This year’s major cost driver is a result of the City of Falcon Heights <br />withdrawing from the RCSO contract at the end of 2023, which creates an additional strain on the <br />remaining six contract cities. <br /> <br />The City of Little Canada’s pro rata share for the contracted services have been included in the proposed <br />2024 budget. The total pro rata share for Little Canada for 2024 will be 17.46% or $1,969,208.97. This <br />equates to approximately 36.56% of our General Fund budget. The net cost for police services for the <br />City of Little Canada after projected pass-through revenues will be $1,882,650.90. <br /> <br />The form of the contract is the same for all participating jurisdictions with the exception of a 1-year <br />contract term Little Canada. The City of Little Canada has opted to renew for one year at a time <br />(rather than a 3-year term) in order to evaluate other options for contract police services.
