CONTRACTUAL SERVICES <br /> <br />Overview <br />The City of Little Canada is proactive in exploring contracting opportunities in order to realize efficiency and cost <br />savings. Contracts are to be reviewed at a minimum every five years. <br /> <br />The largest contracted service is for police services. These services are contracted with Ramsey County Sheriff’s <br />Department. The City of Little Canada is one of seven jurisdictions in the County to participate in this service. <br />Managers/Administrators of each participating jurisdiction meet monthly to review operations, set the budget, <br />and discuss service level in a cooperative manner that helps keep police costs as low as possible while meeting <br />the public safety needs of our communities. <br /> <br />In addition, the City contracts attorney, engineering, and animal control services. <br /> <br />Service Areas <br /> Police Animal Impound Engineering <br /> Attorney <br /> <br />2022/2023 Departmental Accomplishments <br /> Presented various changes in police services funding formulas to other contract cities <br /> Request for Professional Services (RFP) Audit Services <br /> <br />2024 Departmental Goals <br /> Monitor and review Ramsey County Sheriff’s Department contract and explore alternative options <br /> Monitor and review contracts as necessary (Legal, Engineering, Audit Services, etc.) <br /> <br />Budgetary Commentary <br />Police Budget – The City of Falcon Heights will be withdrawing from the RCSO contract at the end of 2023, which <br />creates an additional strain on the remaining six contract cities. The City of Little Canada’s share of the RCSO <br />contract will increase from 15.5% in 2023 to 17.46% in 2024. The City of Little Canada’s portion of the contract is <br />increasing a net of 10.34% or $176,387 when considering the net contract (expenditures less revenues). The Attorney Budget was prepared by <br />reviewing the 5-year average for attorney services. In addition to the 5-year average, there is $10,000 in the <br />budget for civil litigation services that have not been needed in the past 5 years but will likely be utilized in 2024 <br />and $5,000 for a possible increase due to a possible RFP in 2024. <br /> <br />Engineering – The Engineering Budget includes a 12.06% increase or $3,750 The budget is more in line with the <br />2022 Actual. <br /> <br />31
