STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Bill Dircks, Public Works Director <br />DATE: December 20, 2023 <br />RE:City Hall Basement Waterproofing <br />ACTION TO BE CONSIDERED: <br />Motion to approve awarding City Hall basement waterproofing work. <br />BACKGROUND: <br />One of the identified maintenance issues from the Kraus-Anderson facility analysis conducted in <br />2021 was City Hall Waterproofing. The basement of City Hall has had water intrusion issues in <br />the for many years. The water intrusion has been sporadic, but has been an ongoing problem. In- <br />house staff installed drain tile after the 1990 City Hall addition, but water continues to enter the <br />basement from various points following rain events. <br />Sometimes the water intrusion happens immediately after a rain event, and other times there can <br />be a several days between a rain event and water entering the basement. This is likely due to the <br />saturated soils and high water table surrounding City Hall. Even after a dry summer in 2023, we <br />had a few heavy rain events in September and October and there was significant water intrusion <br />from all sides in the basement. <br />The basement is only under the original City Hall building, which includes the front office area, <br />the offices, and the hallway to the right (west) of the front lobby area. The council chambers, <br />conference room, kitchen, and history center are all constructed slab-on grade with no basement. <br />Even though there is no basement in this area, upon inspection it was found that there is a back- <br />pitch in the exterior grade that is causing the brick to deteriorate. The basement has two sump <br />pumps, one on the east end and one on the west end. The one on the west end essentially pumps <br />water from the bottom of the outside stairwell and the one on the east end is what the existing <br />drain tile ties into. The drain tile only covers a small portion of the basement perimeter and is <br />likely not functioning or functioning at a very low percentage of what it should be. <br />The 2021 Kraus-Anderson facility assessment pointed out the basement water issues and <br />suggested a project that involved digging around the outside of the building, adding drain tile, <br />and waterproofing the outside of the building with a membrane. Staff contacted two basement <br />specialists to discuss the issues and get quotes for the type of repairs each of them recommended. <br />Staff has received two quotes and is working on additional details and options. An updated staff <br />report with detailed information will be provided prior to the December 20 Council Meeting.
