STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Bill Dircks, Public Works Director

DATE: December 20, 2023

RE: City Hall Basement Waterproofing

ACTION TO BE CONSIDERED:
Motion to approve awarding City Hall basement waterproofing work to Albrecht Company for
$15,640.

BACKGROUND:
Staff has evaluated the two quotes received and had a conversation about the long term needs of
City Hall both inside and outside and has reached the following recommendations.

Interior Drain Tile:

Staff recommends moving forward as soon as possible with installing interior drain tile around
the entire basement perimeter besides the furnace room. Two quotes were obtained for the work.
Innovative Basement Authority is a national company that has a proprietary system that it installs
in each of its projects. Albrecht Company installs a similar system and can also perform the
work in the winter to have the system ready for spring. In both cases, there will be lots of
jackhammering to prepare the trench for the drain tile. Both contractors have indicated that they
can perform this loud and messy work outside of normal business hours to make things easier for
staff or it may be a combination of off-hours work and a closure of City Hall for a day or two.
The quotes for both are below.

Albrecht Company: $15,640
Innovative Basement Authority: $29,802

Albrecht is the clear low quote for the interior portion of work and that is what staff is
recommending approval of at the meeting.

Exterior Waterproofing/Landscaping:

Albrecht has recommended additional work around the outside of the building to help protect the
building all the way around, including the areas without basement. The brickwork is showing
signs of deterioration from water contact. Some drain tile right below the surface around the
perimeter of the building coupled with landscaping improvements to help move the water away
from the building is the recommendation for the exterior.
