STAFF REPORT TO: Mayor Fischer and Members of the City Council FROM: Heidi Heller, City Clerk/HR Manager DATE: December 20, 2023 RE: Ordinance 888, Amending the Fee Schedule for 2024 ACTION TO BE CONSIDERED Adopt Ordinance 888, amending the Little Canada Fee Schedule for 2024. BACKGROUND The City of Little Canada purchases wholesale water from St. Paul Regional Water Services (SPRWS) and there will be a rate increase in 2024 for wholesale water and the SPRWS is increasing the monthly base fee. The recent increases relate to the construction of the McCarrons Treatment Plant that began in 2021. The city will be increasing its water rates in 2024 by 6.5%. Metropolitan Council Environmental Services (MCES) provides regional sewer treatment including for the City of Little Canada. The 2024 sewer utility rate increase is necessary to cover the increased treatment costs charged by the Metropolitan Council, a 17.24% increase for 2024. As a result of these increases by the MCES), the city will be increasing its sewer rates by 6.5% in 2024. Utilities SEWER & WATER RATES Lawn Sprinkler Water Rate $4.14 $4.41/1,000 gallons Sewer Rate Sewer Base Fee (included in minimum) $16.05 Commercial – $4.34 $4.62/1,000 gallons with a $48.85 $52.03 minimum for the first 7,000 gallons. Multi-Family Residential (8 units +) $4.34 $4.62/1,000 gallons with a $48.85 $52.03 minimum for the first 7,000 gallons. Charged on a per dwelling unit basis. Residential – $4.34 $4.62/1,000 gallons with a $48.85 $52.03 minimum for the first 7,000 gallons. Rate is based on first quarter usage. If water usage drops below first quarter water usage in subsequent quarters, the sewer rate will be adjusted to the lower rate, but never lower than the $48.85 $52.03 minimum. The first quarter sewer rate is the ceiling for the year. Charged on a per dwelling unit basis.
