STAFF REPORT <br />TO: Mayor Fischer and Members of the City Council <br />FROM: Heidi Heller, City Clerk/HR Manager <br />DATE: December 20, 2023 <br />RE: Ordinance 888, Amending the Fee Schedule for 2024 <br />ACTION TO BE CONSIDERED <br />Adopt Ordinance 888, amending the Little Canada Fee Schedule for 2024. <br />BACKGROUND <br />The City of Little Canada purchases wholesale water from St. Paul Regional Water Services <br />(SPRWS) and there will be a rate increase in 2024 for wholesale water and the SPRWS is <br />increasing the monthly base fee. The recent increases relate to the construction of the <br />McCarrons Treatment Plant that began in 2021. The city will be increasing its water rates in <br />2024 by 6.5%. <br />Metropolitan Council Environmental Services (MCES) provides regional sewer treatment <br />including for the City of Little Canada. The 2024 sewer utility rate increase is necessary to <br />cover the increased treatment costs charged by the Metropolitan Council, a 17.24% increase <br />for 2024. As a result of these increases by the MCES), the city will be increasing its sewer <br />rates by 6.5% in 2024. <br />Utilities <br />SEWER & WATER RATES <br />Lawn Sprinkler Water Rate $4.14 $4.41/1,000 gallons <br />Sewer Rate Sewer Base Fee (included in minimum) $16.05 <br />Commercial – <br />$4.34 $4.62/1,000 gallons with a $48.85 $52.03 minimum for the <br />first 7,000 gallons. <br />Multi-Family Residential (8 units +) <br />$4.34 $4.62/1,000 gallons with a $48.85 $52.03 minimum for the <br />first 7,000 gallons. Charged on a per dwelling unit basis. <br />Residential – <br />$4.34 $4.62/1,000 gallons with a $48.85 $52.03 minimum for the <br />first 7,000 gallons. <br />Rate is based on first quarter usage. If water usage drops below <br />first quarter water usage in subsequent quarters, the sewer rate will <br />be adjusted to the lower rate, but never lower than the $48.85 <br />$52.03 minimum. The first quarter sewer rate is the ceiling for the <br />year. <br />Charged on a per dwelling unit basis.
