<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> Chris Heineman, City Administrator <br /> <br />DATE: January 10, 2024 <br /> <br />RE: Consider Adoption of a City Council Code of Conduct Policy <br /> <br /> <br />ACTION TO BE CONSIDERED <br />Review and consider adoption of a Code of Conduct for the City Council. <br /> <br />BACKGROUND <br />A former councilmember suggested the Council should consider adopting a Code of Conduct in <br />order to provide expectations of behavior for current and future City Council members. Council <br />was supportive of this and city staff drafted a Code of Conduct policy which the Council <br />discussed in 2022. Overall the Council was satisfied with the proposed policy, but a former <br />councilmember requested the Council review the draft policy again and submit comments and <br />changes to city staff. Staff considered the comments received and has updated the proposed <br />policy. <br /> <br />There are three new councilmembers since this policy was first discussed. Council is asked to <br />review the proposed policy and discuss whether they want to adopt a Code of Conduct. Council <br />also may want to consider a version of this policy for the Planning and Parks & Recreation <br />Commissions. <br /> <br />RECOMMENDATION <br />Discuss the draft City Council Code of Conduct. Consider adoption of the policy as presented or <br />provide direction to staff for additional changes. <br /> <br />
