MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 10, 2024 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 10t" day of January, 2024 in the Conference Room of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:30 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members T. Miller, Gutierrez, <br />Kwapick and D. Miller. Absent: None. <br />ALSO PRESENT: Community Development Director Corrin Wendell, Parks & Rec/Community <br />Services Director Bryce Shearen and City Clerk Heidi Heller. <br />SCOPE OF WORK FOR ULI TECHNICAL ADVISORY PANEL PROGRAM <br />The Community Development Director explained that in alignment with goals outlined in the City's <br />Strategic Plan, city staff has taken the next steps in efforts to enhance our development and <br />redevelopment opportunities within the City. She stated that staff is recommending partnering with <br />the Urban Land Institute (ULI) to conduct a one and one-half day workshop through their Technical <br />Advisory Panel. She explained that Little Canada aims to optimize the use of city owned parcels <br />and the surrounding areas by addressing these key questions: Land Use Optimization, Placemaking <br />and Corridor Enhancement; and Guiding Future Development. <br />The Community Development Director stated the Technical Assistance Panels (TAPS) bring a <br />market -based perspective to your specific development/land use challenge or policy issue. TAPS <br />provide an unbiased, interdisciplinary panel of volunteer real estate professionals who address a <br />specific project, development or policy issue. <br />The Community Development Director stated the City's Strategic Plan calls for development <br />redevelopment efforts in our "Maximizing our Assets to Catalyze Development" related to <br />developer presentations on market demand and redevelopment opportunities. In addition, the <br />Strategic Plan states one of the visions for 2025 is to have revitalized key commercial corridors. <br />With these initiatives, the ULI TAP program is a necessary next step in accomplishing these goals. <br />The Community Development Director stated that after discussions with the ULI Executive <br />Director, we were given two TAP options — a 1.5-day panel or a 2.5-day panel. City staff believe <br />that the 1.5-day panel aligns with the needs of the City and offers tremendous opportunity to gain <br />invaluable insights for the development and redevelopment goals. <br />T. Miller stated that it would be important to talk to businesses in the community after receiving the <br />report from ULI especially ones that are adjacent to, or part of, the redevelopment areas. <br />
