MINUTES <br />CITY COUNCIL <br />JANUARY 24, 2024 <br /> <br /> <br /> <br /> <br />6 <br />RESOLUTION NO. 2024-1-12 – APPROVING A PURCHASE AGREEMENT FOR THE <br />ACQUISITION OF PROPERTY LOCATED AT 2884 AND 2886 CENTERVILLE ROAD <br />AS REVISED <br /> <br /> The foregoing resolution was duly seconded by Kwapick. <br /> Ayes (5). Nays (0). Resolution declared adopted. <br /> <br />APPROVE PLANS & AUTHORIZE BIDDING FOR 2024 STREET IMPROVEMENT <br />PROJECTS ON JACKSON STREET & COUNTRY DRIVE <br />The City Engineer explained tonight the Council is asked to consider approving the plans and <br />authorize bidding for the 2024 street improvement projects for Jackson Street and Country Drive. He <br />provided a brief overview identified the project areas, proposed road and utility improvements, project <br />funding, estimated costs and financing, special assessments and assessable properties, preliminary <br />assessment rolls, and anticipated project timelines. <br /> <br />Kwapick noted a previous question from a property owner on Country Drive related to access to that <br />commercial property and asked if that has been addressed. The City Engineer confirmed that language <br />has been included to ensure access to those commercial properties. <br /> <br />T. Miller introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 2024-1-13 – APPROVING PLANS AND SPECIFICATIONS AND <br />ORDERING ADVERTISEMENT FOR BIDS FOR STREET IMPROVEMENTS <br /> <br /> The foregoing resolution was duly seconded by D. Miller. <br /> Ayes (5). Nays (0). Resolution declared adopted. <br /> <br />EASEMENT ACQUISITION FOR COUNTRY DRIVE & SOUTH OWASSO BLVD <br />SIDEWALK PROJECT <br />The City Engineer explained that the City has been working for several months to develop this <br />sidewalk project, which was identified the previous spring as a strong candidate for grant funding. He <br />stated that Ramsey County suggested that the City get the project to shovel ready status in order to <br />have more favorable review during the grant process. He stated that during that process, two <br />easements were identified, and staff began to work with those property owners to obtain those <br />easements. He stated that both property owners have been great to work with, noting that one property <br />owner has already agreed to the easement and the other property owner is working through their <br />corporate process but is amenable given that the City reimburse their legal costs for that review. He <br />asked the Council to approve the resolution as presented. <br /> <br />D. Miller asked what would occur if the second property owner were to request additional <br />compensation for the easement outside of the legal fees. The City Engineer commented that if the <br />property owner desires compensation, they would need to go through negotiations and follow the <br />typical City process. He noted that compensation has not been mentioned by the property owner <br />outside of reimbursement of the legal fees. <br /> <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />
