STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Heidi Heller, City Clerk/HR Manager
Chris Heineman, City Administrator

DATE: February 14, 2024

RE: Rehire of Parks & Recreation Director Position

ACTION TO BE CONSIDERED
Review the updated Parks & Recreation Director job description and authorize posting of the position.

BACKGROUND
Parks & Recreation Director Bryce Shearen resigned on January 26, 2024. As always when a position
is vacant, staff completes a formal review of the position description for necessary updates. In this
case, there were several changes due to the fact that a number of the previous responsibilities of the
former Parks & Recreation/Community Services Director position were transitioned to the recently
hired Community Relations Manager position. Due to continued growth of the Parks & Recreation
Department and the increasing need to focus on both program and facility management, the updated
position description is now reclassified as the Parks & Recreation Director.

A copy of the updated position description is attached for your review. A full-color position profile for
marketing purposes will also be provided at the City Council meeting. The anticipated marketing and
advertising process will include posting the position on the City of Little Canada website, the League
of Minnesota Cities website, and both the Minnesota Parks and Recreation Association (MPRA) and
National Parks and Recreation Association (NPRA) websites. In addition, city staff will advertise the
position on social media and LinkedIn.

The current salary range for this position is $99,125 to $123,997 (Pay Grade 11) with an anticipated
hiring range between $99,125 and $109,107. If approved, the position will be posted on February 15
with a three-week application timeline closing on Friday, March 8. Leadership team members will
conduct preliminary interviews during the third week of March, and final interviews (if needed) will be
conducted during the fourth week of March. With a competitive salary range and several exciting
Parks and Recreation projects on the horizon, staff is anticipating a strong pool of candidates.

RECOMMENDATION
Staff recommends Council approval of the updated Parks & Recreation Director job description and
requests authorization to post the job immediately.
