<br />23 <br />4859-6924-4449\6 <br />Economic Development District: <br />• May be used only for manufacturing, production, processing, warehousing, storage, <br />distribution (excluding retail sales), research and development, telemarketing, certain <br />tourism and border City retail facilities and uses are directly related to or in support of such <br />qualifying activities. Prohibits establishment if more than 15 percent of the square footage <br />of such facilities are used for other purposes. Additionally, can be used for the facilitation <br />of workforce housing projects under certain circumstances. <br />• Must demonstrate retention of local businesses, increased employment or preservation or <br />enhancement of the state tax base, etc. <br />• Maximum duration of TIF district is 8 years from receipt of the first tax increment. <br />• May be used for commercial facilities not exceeding 15,000 square feet in Cities with <br />populations of 5,000 or less located at least 10 miles outside of a City with a population of <br />10,000 or more. Other than administrative expenses, all increments must be spent within <br />the TIF district. <br /> <br />Housing District <br />• Provides housing opportunities for persons and families of low and moderate income. <br />• Cost of related public improvements (roads, pipes, public spaces, etc.) and administrative <br />expenses may be included in the cost of a housing project. <br />• Maximum duration of TIF district is 25 years from receipt of the first tax increment. <br /> <br />Hazardous Substance Subdistricts <br />• Used the cost of clean-up of pollution and contamination. <br />• Not technically a separate type of district, but rather are a subpart of another TIF district, <br />the host or overlying district. <br />• Subdistricts also allow extension of a TIF district’s duration to permit recovery of pollution <br />clean-up costs for the subdistrict area. <br />• A subdistrict requires state approval before certification. <br />Redevelopment District: <br />• Generally a blighted area containing substandard buildings. <br />• Allowed to implement urban renewal projects, which entail any work for purpose of <br />preventing the spread or rehabilitation of existing blighted areas. <br />• Requires documentation to evaluate occupied land area and analysis of substandard <br />buildings. <br />• Maximum duration of TIF district is 25 years from receipt of the first increment. <br />• <br />
