STAFF REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Heidi Heller, City Clerk/HR Manager <br />DATE:February 28, 2024 <br />RE:Parks Maintenance Employee Working out of Class <br />ACTION TO BE CONSIDERED <br />Consider approval of additional compensation to the Parks Maintenance Worker II for working out of <br />class during the extended absence of the Parks Maintenance Supervisor. <br />BACKGROUND <br />The Parks & Recreation Department has four regular full-time employees: a director, recreation <br />coordinator, a maintenance supervisor and one maintenance worker. The director position is currently <br />vacant and the Parks Maintenance Supervisor will be on an extended leave of absence beginning <br />February 29, 2024. This leave is anticipated to be for approximately three months. Spring is a very <br />busy time for the parks department, particularly for the maintenance staff. Since the department will <br />be missing both leadership positions, staff is recommending that Matt Mallory, Parks Maintenance <br />Worker II, be temporarily appointed Parks Maintenance Supervisor and receive an additional 10% <br />salary increase until the regular Parks Maintenance Supervisor returns to full duty. <br />Many cities have a compensation policy for employees who temporarily perform work outside of their <br />job classification, and Little Canada has done this in the past during the transition of planning and <br />code enforcement staff. Matt is a long-time employee of the Public Works and Parks Departments and <br />knows what needs to be done. The regular seasonal employees do not start working until mid-May, so <br />we will also be immediately hiring a temporary employee that worked here last year during a shortage <br />in the Public Works Department. He has previous city public works experience and will be able to <br />help Matt with more duties than the summer seasonals can do. <br />RECOMMENDATION <br />Approve the temporary appointment of Matt Mallory to Parks Maintenance Supervisor and approve <br />10% additional compensation for working out of class during the regular Parks Supervisor’s leave of <br />absence.
