Micro-units must meet minimum size specifications, be <br />built on a permanent chassis, and adhere to specific material and utility standards. <br />Minimum Standards for Settlements: <br />In addition to individual unit requirements, the law establishes minimum standards for the <br />operation of sacred settlements by religious institutions. These standards cover insurance, <br />occupancy by designated volunteers, adherence to landlord-tenant laws, and the submission of a <br />written plan to the city outlining various aspects, including sewage disposal, parking, lighting, <br />emergency protocols, and municipal authorization. <br />City Communication and Considerations: <br />The League recommends proactive communication between cities and religious institutions to <br />understand their plans in light of this new law. Cities are encouraged to consider specific <br />parameters in conditional use permits or ordinances to ensure compliance with the statutory <br />requirements leading up to the effective date. <br />League Monitoring and Guidance: <br />The League commits to closely monitoring the impacts of this legislation and providing ongoing <br />guidance to cities as they navigate the implementation of these new laws. Regular updates will be <br />provided to ensure cities are well-informed and prepared. <br />The implementation of new laws on Sacred Settlements is a significant step toward addressing <br />homelessness and supporting faith communities in their service to vulnerable populations. Cities <br />are encouraged to collaborate with religious institutions, establish clear compliance measures, and <br />stay informed through League-provided guidance. <br />Attachments: <br />Please see the guidance from the League of Minnesota Cities attachment and the Zoning Code <br />Chapter 907 and 914 Ordinance. <br />Public Hearing: <br />A Text Amendment requires a Public Hearing and the City Council will open the hearing at their <br />February 28, 2024 meeting to take comment from the public. A public hearing notice was sent to <br />the Pioneer Press for publication. <br />Planning Commission: <br />At their February 8, 2024 meeting, the Planning Commission recommended approval to the City <br />Council 8-0. <br />RECOMMENDED ACTION <br />To consider approval of an ordinance amending Zoning Code Chapters 907 and 914 – related to <br />Microunits /Sacred Settlements, and approve publication of a summary ordinance.
