OTHER REGULATORY AGENCIES. "OTHER REGULATORY AGENCIES" <br />means and includes, individually and collectively, the following: <br /> <br />a) Minnesota Department of Transportation <br /> <br />b) Ramsey County <br /> <br />c) Ramsey County Highway Department <br /> <br />d) Ramsey-Washington Metro Watershed District ("RWMWD”) <br /> <br />e) Minnesota Department of Health <br /> <br />f) Minnesota Pollution Control Agency <br /> <br />g) Metropolitan Council <br /> <br />h) Minnesota Department of Natural Resources <br /> <br />i) Minnesota Board of Water and Soil Resources <br /> <br />j) Any other regulatory or governmental agency or entity affected by or having <br />jurisdiction over the DEVELOPER IMPROVEMENTS. <br /> <br />1.21. PRELIMINARY PLAT. "PRELIMINARY PLAT" means the preliminary plat <br />approved by the COUNCIL. <br /> <br />1.22. PRIOR EASEMENT HOLDERS. "PRIOR EASEMENT HOLDERS" means <br />and includes, jointly and severally, all holders of any easements or other property interests <br />which existed prior to the grant or dedication of any public easements transferred by the <br />FINAL PLAT or transferred pursuant to this DEVELOPMENT AGREEMENT. <br /> <br />1.23. SITE IMPROVEMENTS. "SITE IMPROVEMENTS" means and includes, <br />individually and collectively, all the improvements identified in Exhibit C and in Article 3. <br /> <br />1.24. UTILITY COMPANIES. "UTILITY COMPANIES" means and includes, <br />jointly and severally, the following: <br /> <br />a) Utility companies, including electric, gas and cable;
