21 <br /> <br />14.13. ACCESS. The DEVELOPER hereby grants to the CITY, its agents, <br />employees, officers, and contractors a license and right of entry to enter the DEVELOPMENT <br />PROPERTY to perform all work and inspections deemed appropriate by the CITY during the <br />installation of DEVELOPER IMPROVEMENTS and SITE IMPROVEMENTS.
