<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Corrin Wendell, AICP, Community Development Director <br /> <br />DATE: January 24, 2024 <br /> <br />RE: Ordinance 890, Zoning Code Text Amendment – Amending Chapters 904, 914, <br />and 915 - Garage and Accessory Structures <br /> <br /> <br />ACTIONS TO BE CONSIDERED <br />To consider approval of a Ordinance 890, amending Chapters 904, 914, and 915 of the Zoning <br />Code related to Garage and Accessory Structures and approval of a summary ordinance to be <br />published. <br /> <br />BACKGROUND <br />To enhance the livability and functionality of our community, it is imperative to consider <br />amendments to the zoning code that would allow for an expansion of garage areas within the city. <br />Recognizing the evolving needs of residents, there is a growing demand for increased space for <br />vehicle storage and other practical uses. By revisiting and adjusting the zoning regulations <br />pertaining to garage sizes and configurations, we can better align our codes with the needs of our <br />residents. Since 2020, the City has received numerous Conditional Use Permit applications <br />requesting the allowance of up to 1,500 square feet for the combination of attached garages, <br />detached garages, and accessory structures. It is with this common request that the City is looking <br />at amending the Zoning Code to match the requests of its residents and provide more flexibility in <br />garages and accessory structure sizes. <br /> <br />At the Planning Commission meeting on December 14th and on January 11th, the Planning <br />Commission discussed options for potential changes to the Garage and Accessory Structures sizes <br />to accommodate resident needs and what would be best for the City overall. With the input from <br />those meetings, the following language is recommended: <br /> <br />1. The total number of attached/detached garage and other accessory structures cannot exceed three <br />per dwelling. <br /> <br />2. The total of all aggregate attached/detached garage and other accessory structures cannot exceed <br />1,500 square feet. <br /> <br />3. Exterior Building Materials: The exterior color, design, and/or material shall be compatible with <br />the principal structure. <br />
