<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> DATE: March 13, 2024 <br /> RE: Reapportion Assessment #S-532017010 <br /> <br /> <br />ACTION TO BE CONSIDERED <br />Reapportion the certified assessments on 2851 & 2857 Vanderbie Street to their new parcel <br />identification numbers (PID). <br /> <br />BACKGROUND <br />In April 2023, the City Council approved lot splits of the two adjoining properties at 2851 & 2857 <br />Vanderbie Street. The rear (west) 75 feet of both 2851 & 2857 Vanderbie was split off in order to <br />create a third parcel that would front Labore Road. When any property line adjustments are made <br />to parcels, the survey documents are submitted to Ramsey County to make the official property line <br />changes, and then they assign new PID numbers to all of the properties involved. <br /> <br />In 2017, a street improvement project was done on Vanderbie Street and assessments were certified <br />to the property taxes of 2851 & 2857 Vanderbie Street. Since the County places assessments on <br />PID numbers rather than addresses, these assessments were certified to the old PID numbers. Both <br />properties still have a balance on this assessment so those balances must get moved from the old <br />PID s to the new PIDs, or “reapportioned.” Ramsey County has processed the lot splits and assigned <br />new PID numbers, and is now requesting that the City reapportion the existing assessments to the <br />new PIDs. Since the assessments were originally assessed to the properties that front Vanderbie, <br />the assessments will be reapportioned only back to those two parcels and not the newly created <br />Labore Road lot. Per State Statute 429.061, the City Council must approve all special assessments, <br />which includes reapportionments. <br /> <br />Assessment #S-532017010 <br />2851 Vanderbie Street <br />Previous PID: 05-29-22-31-0011 <br />Reapportion the assessment balance of $892.88 to PID 05-29-22-31-0088 <br /> <br />Assessment #S-532017010 <br />2857 Vanderbie Street <br />Previous PID: 05-29-22-31-0012 <br />Reapportion the assessment balance of $178.59 to PID 05-29-22-31-0089 <br /> <br />RECOMMENDATION <br />Approve the street improvement assessment balance reapportionments to the new PID numbers <br />for 2851 & 2857 Vanderbie Street as presented.
