While the program implementation was de-prioritized, the ArcGIS structure
remained intact.

In recently reviewing the 2022 Strategic Plan, the Action Item entitled “Community Culture
Campaign” under the Enhancing Identity and Empowering Community Strategic Direction
outlines a key outcome indicator of developing a framework for programs to enhance community
pride. The implementation of the adoption solutions program falls in line with the intention of
the action item. Therefore, implementing the adopt-a-facility program was reprioritized as staff
works to complete 2022 Strategic Plan initiatives.

Currently, the action item has a status of 70% in some delay and 30% upcoming, as shown below
in Image 1.

Image 1 – Strategic Plan action item reporting
In reprioritizing, staff contacted Bolton & Menk to revitalize the program. As previously
mentioned, the structure of the adoption solutions platform remained intact. However,
adjustments were made to refresh GIS data to ensure new catch basins, hydrants, and trail
segments were included correctly. Additionally, staff worked with Bolton & Menk to enhance
the program with a new partnership through the state-wide Adopt-A-Drain program, which will
integrate data in the city’s adoptable catch basins.

ADOPTION SOLUTIONS OVERVIEW:
Adoption opportunities
The city adoption solution program allows individuals to “adopt” city facilities, including
hydrants, city park and trail segments, and city catch basins, as shown in Image 2.

The platform has additional links to the city website, which provides FAQs on maintaining once
adopted, terms and conditions information, and information about the state-wide Adopt-a-Drain
program.
