Those who adopt will need to provide some data to participate in the program. Information, such
as the adopter's name or organization, will be public information, as outlined in the adoption
form. The adoption form also outlines how private data collected may be used through a standard
data notice.
If an adopter cannot continue adoption, there is an option to “unadopt.” When unadopted, the
adopted item will become available and updated automatically in the system.

Adopt-a-Drain
The Adopt-a-Drain program is a state-wide program that encourages residents to adopt a drain in
their neighborhood. The program is coordinated out of Hamline University, with programs in
Minnesota, Washington, Utah, Louisiana, Florida, New Jersey, Vermont, and Massachusetts. In
total, 25,533 drains have been adopted. Staff knew about this program and wanted to ensure
connectivity between our individual city program and the Adopt-a-Drain program. Staff and
Bolton & Menk met with the Adopt-a-Drain program director to determine what if any,
synergies could occur.

For the Adopt-a-Drain data to be incorporated into the city’s adoption solution, the city joined
the program as a partner of Metro Watershed Partners/Clean Water MN. Little Canada joined
neighboring communities such as Shoreview, Roseville, New Brighton, Lauderdale, White Bear
Lake, and the Ramsey-Washington Metro Watershed District in this partnership. This program
also has benefits outside of the Adopt-a-Drain program, which will be beneficial in current and
future stormwater efforts.

As the city is now a member, data can be easily downloaded from the Adopt-a-Drain program
and uploaded into the city’s ArcGIS platform to ensure adopted drains are captured. Bolton &
Menk and city staff had a goal of an automatic connection between the two platforms, but that
was unable to occur due to challenges with dual system integration.

PROGRAM OUTREACH PLAN:
Traditional platform outreach
The program will be launched in the April – June newsletter with an article and QR code to the
adoption solutions platform. Additionally, information will be shared on the website and in the
Friday Update.

Community outreach
Information will be shared with community organizations, schools, business contacts, and multi-
family housing. Additionally, a flyer will be developed and placed in high-trafficked business
areas.
