<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> FROM: Bill Dircks, Public Works Director <br /> <br />DATE: March 27, 2024 <br /> <br />RE: County Road C 4-3 Lane Conversion Project Update <br />Traffic-calming measures such as lane reductions and 4-to-3 lane conversions reduce vehicle speed, <br />create safer street crossings, and improve traffic flow. The Ramsey County Public Works Department <br />completed a study on all of its four-lane roadways in the county road system in 2020 to determine if <br />converting four-lane roadways to three lanes with a center left-turn lane would have a positive impact. <br />The study produced very favorable results, and a few segments have already been converted. Ramsey <br />County released a request for proposals last year for engineering services for converting County Road C <br />between Lakeshore Avenue and Lexington Avenue in Roseville. <br />SRF Engineering was selected as the engineering firm for the project and a Project Management Team <br />was put together and has been meeting monthly since January to go over all facets of the project. Joey <br />Lundquist is the project manager for Ramsey County Public Works and Alysa Johnson is the Project <br />Lead for SRF. They will be in attendance at the City Council meeting to provide an overview of the <br />project as well as a timeline with a particular focus on the Little Canada portion of the project. <br />The project is scheduled to start in 2026 with engineering and design occurring this year and any right- <br />of-way or easement acquisitions occurring in 2025. The Little Canada Road/County Road C/Lakeshore <br />Avenue roundabout project is also scheduled for 2026 so it will work out well to have all of the work <br />take place in the same construction season. <br />Little Canada Segment: <br />
