Such approval can only be given
following the holding of a public hearing.
This requires that the City of Saint Paul hold a public hearing and approve issuance of the
Note by the Issuer. Such public hearing and granting of host approval to the actual issuance of the
Note by the Issuer occurred on February 28, 2024.
The Issuer will also hold a public hearing. It is proposed that Little Canada’s hearing will
be held on April 24th. The enclosed resolution calls for that public hearing date. Taft Stettinius &
Hollister, LLP will be responsible for submitting the public hearing notice to the newspaper. A
closing in early May is anticipated.
Please feel free to contact me if you have any further questions or comments. The
Borrower appreciates the consideration of the City in this matter.

Sincerely,
Taft Stettinius & Hollister LLP

Catherine J.
