<br />Bids were opened for the 2024 Sanitary Sewer Rehabilitation Project on April 2, 2024 following a <br />three week advertisement. The City received one (1) bid to complete this work. The following bid <br />abstract identifies the bids received on the project. <br /> <br /> <br /># Bidders Bid Total <br />1 Insituform Technologies USA, LLC $310,505.13 <br /> <br />The Bid consists of approximately 4,553 linear feet (LF) of 8” CIPP lining and 1,097 LF of 10” CIPP <br />lining as well as 17 vertical feet (VF) of cementitious manhole rehabilitation, installation of 4 <br />chimney seals and installation of 7 wall joint seals along Rice St, Little Canada Rd, and Spruce St in <br />Little Canada. <br /> <br />The table below shows the anticipated total project budget expectations compared to the Engineer’s <br />Estimate, which was established prior to the bid opening. This table includes the contractors bid as <br />well as the professional services contract previously awarded to Bolton & Menk to help administer <br />the project. <br /> <br /> <br /> Engineer’s Estimate Insituform Bid Price + Engineering <br />Base Bid $ 295,925.00 $ 310,505.13 <br />Engineering $ 26,558 $ 26,558 <br />Construction $ 25,505 $ 25,505 <br />Total $ 347,988 $ 362,568.13 <br /> <br /> <br />Although the total project value is slightly higher than the budget allocated for this work, staff is <br />recommending award of the improvements to Insituform as part of this project. The prices the City <br />received on this project are competitive given the scope of work and current bidding environment we <br />are seeing in the industry. <br /> <br />SOURCE OF FUNDS: <br />This project was identified in the 2022-2031 Capital Improvement Plan. The source of the funds will <br />be from the Water and Sewer Capital Replacement Fund. The fund is healthy and can support the <br />additional funding necessary to complete the project. <br />The cost of the work will also be covered with funds from the Metropolitan Council’s Inflow and <br />Infiltration program. Based on the work being done by the City, up to $131,000 may be eligible for <br />grant funds but the ultimate award is based on the amount of communities that participate in the <br />program. The City was eligible for $75,000 in funds during the last grant cycle and received $51,000 <br />after all funds were split among the participating cities. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends the City Council award the Base Bid in the amount of $310,505.13 to Insituform <br />Technologies USE, LLC. Bolton and Menk has extensive work experience with Insituform <br />Technologies USA, LLC, and as the inventor of this technology, they are extremely qualified to do <br />the work and will complete the work in a quality manner within the constraints/guidelines of the <br />project specifications. <br />
