<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: April 10, 2024 <br /> <br />RE: Establishing No Parking on Woodlynn Avenue <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve establishing a no parking zone on Woodlynn Avenue from the railroad tracks <br />east to the end of the street. <br /> <br />BACKGROUND: <br />Woodlynn Avenue was reconstructed in 2022. The design added a ribbon curb along both sides <br />of the road to better define the street and the parking lots that tied right in to the street. Recently, <br />there have been a lot of vehicles parking on the street on the hill. These vehicles range from cars <br />to large vehicle transport truck and trailers. At times there are vehicles parked on both sides of <br />the road. This has made it difficult to get up and down the hill for other vehicles trying to get to <br />the various businesses along the road. There aren’t a lot of businesses but they generate a lot of <br />vehicle traffic, including large trucks. <br /> <br />The parking on the hill has led to some blind turns out of parking lots and other dangerous <br />situations. Some of the vehicles have also left fluids such as oil and anti-freeze on the road <br />surface, which can lead to premature deterioration of the surface and staff would like to protect <br />the new surface as much as possible. <br /> <br />Staff feels the best way to handle these issues is to post the street as no parking on both sides <br />from the railroad tracks east to the end of the street. That will cover the hill as well as other <br />potential on-street parking that could cause problems due to the curve in the road. <br /> <br />SOURCE OF FUNDS: <br />Funds will be used from the streets operating fund – Fund 101 for the purchase and installation <br />of the signs. The sign budget has sufficient funds to cover the cost, which should be around <br />$600 for seven signs and the posts for the signs. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends approving no parking on both sides of Woodlynn Avenue from the railroad <br />tracks east to the end of the street. <br /> <br /> <br /> <br />
