STAFF REPORT
TO:Mayor Fischer and Members of the City Council
FROM:Heidi Heller, City Clerk/HR Manager
Chris Heineman, City Administrator
DATE:April 10, 2024
RE:Parks & Recreation Director Hire
ACTION TO BE CONSIDERED
Approve the hire of a new Parks & Recreation Director.
BACKGROUND
Bryce Shearen, former Parks & Rec/Community Services Director submitted his resignation and
January 26, 2024 was his last day in Little Canada. City staff reviewed the job description and
due to the hire of a new Community Relations Manager, the position was modified and retitled
as Parks & Recreation Director.
The Parks & Rec Director position was posted and 44 applications were received. Staff
reviewed the applications and invited 13 applicants to participate in a process by which they
responded by video to four questions. 12 of the candidates chose to complete this process (the
13th candidate accepted another job offer). Staff reviewed the videos and invited five of these
candidates to in-person interviews on April 2 & 3 with the City Administrator, City Clerk/HR
Manager and Public Works Director.
City staff then invited three of the finalists to a third round of interviews on April 9. The
candidates met with the Public Works Director and the three Parks & Rec staff at Pioneer Park,
then met with the City Administrator, Community Relations Manager, City Clerk/HR Manager,
Mayor Fischer and Council Member Dave Miller. A unanimous decision was made for our top
candidate.
A conditional offer subject to satisfactory background and reference checks has been made to the
chosen candidate, and he has accepted our offer. The anticipated start date is around May 1 and
the final details are being completed to conduct a background check. More information about
the candidate will be provided at the meeting.
RECOMMENDATION
Approve the hire of a new Parks & Recreation Director.
