STAFF REPORT

TO: Mayor Fischer and Members of City Council

FROM: Bill Dircks, Public Works Director

DATE: April 24, 2024

RE: Presentation – Highway 36 Multimodal Corridor Study

BACKGROUND
The Highway 36 Multimodal Corridor Study (from English Street to Cleveland/35W) team has been at
work for over a year and has made good progress on the final report that will be prepared as a result of
the work of the project management team. There have been a number of public engagement efforts made
to get input on various issues that are a part of the study. The key issues for the project are the lane
configuration of Highway 36 and whether or not it will include Bus Rapid Transit (BRT) or auxiliary
lanes, the Hamline interchange (will the ramps remain open), and the location of bike and pedestrian
amenities across and around Highway 36 at all of the interchanges.
The MN/DOT engineers have been hard at work looking at roadway and pedestrian issues and how best
to accommodate all users of the area. The concepts will aid in choosing a final design once the report is
completed. A lot of feedback has been provided by various residents and businesses that has been helpful
for the Project Management Team (PMT).
Mr. David Elvin will have a full presentation on the PMT’s work over the last year and will seek feedback
from the City Council on the three improvement concepts he is presenting.
