NORTHWEST ASSOCIATED CONStJLTANT5, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231.2555 Facsimile: 763.231.2661 planners(Filnacplanning.con~~ <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Carie Fuhrman /Stephen Grittman <br />DATE: June 3, 2009 <br />RE: Little Canada - Culver's Restaurant -Village Square Third Addition <br />Preliminary Plat; PUD Permit; Architectural Review; and <br />Comprehensive Sign Review <br />FILE: 758.09 - 09.10 <br />Background and Analysis <br />Sweet Cream Enterprises LLC has requested approval of a preliminary plat, Village <br />Square Third Addition; a planned unit development (PUD) permit to allow the <br />construction of a 3,954 square foot Culver's restaurant upon a 41,195 square foot lot; <br />an architectural review; and a comprehensive sign review. <br />The subject site is located south of Market Drive and east of Rice Street, is zoned PUD, <br />Planned Unit Development, and is included in the Rice Street/Little Canada Road <br />Redevelopment Plan, which anticipates a mixture of retail, office, and residential uses in <br />the area. The applicants originally applied for a planned unit development permit in the <br />fall of 2008, but have now returned with additional requests. <br />Preliminary Plat <br />The subject site is 71,444 square feet (1.64 acres) in size and is composed of two <br />parcels (See Existing Conditions Survey). The site is currently empty and surrounded by <br />four public road rights-of-way: Market Drive to the north; Rice Street to the west; First <br />Bank Drive to the south; and Middle Street to the east. <br />The preliminary plat, Village Square Third Addition, proposes to create Lot 1 and Lot 2, <br />Block 1, Village Square Third Addition (See Preliminary Plat). Lot 1 is proposed to <br />contain 41,195 square feet on the west side of the site, with frontage on Market Drive, <br />Rice Street/CSAH 49, and First Bank Drive. Lot 2 is proposed to contain 30,249 square <br />feet on the east side, with frontage on Market Drive, Middle Street, and First Bank Drive. <br />
