through lanes. A commonly accepted minimum standard however (for vehicle <br />stacking), is 120 feet. Thus, the proposed vehicle stacking space is acceptable. <br />Building Placement. As a planned unit development, flexibility in regard to building <br />setbacks may be granted. The Rice Street/Little Canada Road Redevelopment Plan <br />encourages building-forward site designs with parking behind out of view of major <br />roadways. In response, off-street parking has been proposed on the south and east <br />sides of the building. While a site access drive and the drive-through lane are proposed <br />between the front building line and Rice Street, such encroachments are minimal and <br />will be screened from view via plantings. <br />Off-Street Parking. As shown on the submitted site plan, a total of 52 off-street parking <br />spaces have been proposed on Lot 1. <br />Number of Stalls. The required off-street parking supply for restaurants is based on <br />the amount of dining and kitchen area. Specifically, the Ordinance requires one <br />space for each 40 square feet of dining area, one space for each 80 square feet of <br />kitchen area, and one space for each 200 square feet of office area. <br />The dining room area is approximately 1,882.44 square feet in size, the kitchen area <br />is approximately 820 square feet in size, and the office area is 67.50, requiring a <br />total of 58 parking stalls. The proposed number of stalls does not meet the required <br />number, but could be accommodated with a shared parking agreement with the <br />building to the east. <br />Stall and Drive Aisle Sizes. The Zoning Ordinance requires that 90 degree angled <br />parking stalls measure 9 by 20 feet. A majority of the proposed parking stalls do not <br />meet this requirement: 35 of the proposed 90 degree stalls are 9 by 18 feet, while <br />14 of the stalls are 9 by 20 feet. In order to accommodate the applicant's request, <br />some flexibility under the PUD may be granted regarding these regulations. Three of <br />the remaining stalls are parallel and meet the 8 by 22 foot requirements. <br />The drive aisles located to the south and east of the building meet the 24 foot drive <br />aisle width requirement for two-way traffic. The drive aisle width provided for the <br />parallel parking stalls to the north of the building is 17 feet wide. The Ordinance <br />does not have requirements for one-way traffic drive aisle widths for parallel stalls; <br />however, this aisle also provides the drive aisle for those exiting the drive-through. <br />Landscaping. <br />Security. The Ordinance requires that all projects include at least one estimate from <br />qualified contractors for the building project cost and site improvements. The City <br />may require a letter of credit, cash escrow, or cash deposit prior to approval of the <br />landscaping plan or initiation of work on the proposed improvement or development. <br />Said security shall be in compliance with Section 903.010.G2. In order to <br />accommodate the applicant's request, some flexibility under the PUD may be <br />granted regarding these regulations. <br />3 <br />
