Currently, city staff is not aware of any <br />dumpster on the property. It would be staff's recommendation that the <br />dumpster(s) be located within the approved storage m•ea to negate the <br />need for any additional screening. <br />12. The storage area shall be paved with asphalt, concrete, or other material <br />approved by the City Council. The storage areas are a combination of <br />paved and gravel, consistent with this requirement. <br />13. The storage area shall not occupy any space required for conformity to the <br />parking regulations of the Zoning Ordinance. The site plan appears to be <br />in compliaance with this requirement. The applicant Izas the total <br />number of parking spaces identified on the site plan and will need <br />complete as required. <br />14. The property, including buildings and exterior site areas, shall comply <br />with all applicable fire codes. The Fire Murshal will need to complete <br />an inspection of the parcel. All provisions of this permit are subject to <br />compliance with the applicable fire codes. <br />15. All lighting shall be hooded and so directed that the light source shall not <br />be visible from the public right-of--way or from neighboring residential <br />uses, and shall be in compliance with Section 903.020.I of the Zoning <br />Ordinance. The site plan does not detail the layout of the lighting, but <br />no changes are being proposed versus wlcat was approved in 2000 to the <br />lighting requirement. <br />16. All other provisions and requirements as deemed necessary by the City <br />Council. <br />17. The applicant complies with the provisions of Section 921 of the Zoning <br />Ordinance. <br />With this option there are still code enforcement issues that need to be addressed and they are as <br />follows - <br />Vision Tree Services is not approved for outdoor storage and is a non user of the <br />principal building. Their storage needs to be removed from the site, unless enclosed <br />inside the accessory building. If occupancy is established, city staff will need to verify <br />their space inside their building and the portion of outdoor storage. <br />If the accessory building is used for storage the service doors still need to be installed to <br />provide screening. Interior storage of materials and/or equipment in the accessory <br />building must comply with applicable building and fire codes. The building would be for <br />storage only and no occupancy given the lack of water and sewer. <br />Off Site Parking is occurring on this parcel with employee vehicles from another <br />property owner in Ryan Industrial Park onto the 3151 Country Drive property without a <br />joint use parking permit being issued. <br />• Another condition of the original PUD was that this property is required to have 24 <br />parking spaces. This requirement has not been completed in accordance with city codes. <br />City staff should point out that from the aerial photos of this parcel, a portion of the <br />paved parking area may be installed on the railroad right-of--way (see attached). City <br />staff requests evidence from the applicant that all required parking is occurring on their <br />property. <br />
