Name: Active Transportation Infrastructure Investment Program (ATIIP) Planning and Design Grant <br />April 2024 <br />Page: 2 <br /> <br />H:\LTCANADA_CI_MN\0N1134421\1_Corres\A_Meetings\2024-05-08 City Council IIJA Application\Little Canada ATIIP Proposal.docx <br /> <br />Additional AIITP Notes <br />• Funding award size = $100,000 minimum / $2M maximum <br />• Awardees must provide at least a 20% matching share of the total project cost. <br />o If successful, the City would be eligible to apply for MnDOT IIJA Match Program funds to <br />cover the 20% local match. <br />• Applications are due June 17, 2024. <br />• Awards are typically announced 4-6 months after the deadline. <br />• Planning grants may be used to fund: <br />o Public engagement activities, including community visioning, outreach to affected <br />disadvantaged populations, or other place-based strategies for public input into project <br />plans; <br />o Design and planning studies that support the development of a construction project <br />such as traffic studies supporting an active transportation outcome, active <br />transportation network plans, connectivity analyses, asset inventories, and data <br />collection of active transportation network gaps; <br />o Conceptual and preliminary engineering tied to projects in an approved plan; <br />o Other related transportation planning activities for active transportation networks or <br />spines. <br /> <br />Scope of Services – AIITP Program Application Elements <br />This application will build off of the recent Congressionally Directed Spending (CDS) submitted on April <br />26, 2024. The application will request funding for engineering, public engagement, planning, and <br />environmental review associated with the proposed pedestrian bridge over Interstate 35E and the <br />surrounding sidewalk/trail system. <br /> <br />Our team will provide the following application support: <br />• Up to two meetings with city staff for a debrief of the key goals, a transfer of knowledge that <br />can help populate key points within the application, and a review of application progress and <br />needs to complete a competitive request. <br />• An application narrative that competitively responds to the following criteria: <br />o Project Description, Location, and Parties <br />o Grant Funds, Sources, and Uses of Project Funds <br />o Merit Criteria – Mobility and Community Connectivity, Community Support, <br />Commitment to Increasing Walking, Biking, and Other Types of Active Transportation, <br />Financial Completeness, Equitable Development, and Other DOT Goals and Priorities <br />o Project Readiness and Environmental Risk <br />• Draft grant forms: SF-242, Lobby Form, SF-LLL, SF-424A, and SF-424B <br />• Support the City in drafting letters of support. <br />• Upload the application via Grants.gov. <br /> <br />Expectations of City Staff: <br />• Secure letters of support. <br />• Complete a critical review of draft materials. <br />• Submit the application via Grants.gov. <br /> <br />
