Cities may not outright ban cannabis businesses, but can restrict the <br />number of retail operations to only one registration per 12,500 residents if desired. <br />Questions for Council to start discussing: <br />-Does Council want to regulate THC sales? If yes, here are options: <br />o Through zoning <br />o Through licensing <br />o Limit the number of THC licenses issued <br />-Does Council want to regulate cannabis businesses? There are several different types of <br />businesses that will deal with cannabis – retail (dispensary), manufacturing, cultivating, etc. so <br />they can be regulated separately and differently. If Council does want to regulate cannabis <br />businesses, here are options: <br />o Through zoning <br />o Through registration (the state will be licensing all cannabis businesses so cities will <br />likely only be able to register them) <br />o Limit the number of registered businesses allowed <br />RECOMMENDATION <br />Discuss potential regulations for THC sales and cannabis businesses and provide direction to staff on <br />next steps.
