<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Steve Anderson, Parks and Recreation Director <br />Eric Seaburg, P.E., City Engineer <br /> <br />DATE: May 22, 2024 <br /> <br />RE: Deed Restriction – Pioneer Park <br /> <br /> <br />ACTIONS TO BE CONSIDERED: <br />Motion to authorize a resolution approving a deed restriction to Pioneer Park. <br /> <br />BACKGROUND: <br />The City of Little Canada received a $300,000 grant from the Minnesota Department of Natural <br />Resources (DNR) for the 2023 Pioneer Park Play Node Improvements Project. City staff are <br />working to finalize any remaining grant requirements so that the project can be finalized with the <br />DNR. The grant agreement requires that the City impose the following deed restrictions on the <br />park property: <br /> <br />1. The property shall be permanently managed and maintained for public outdoor recreation <br />use. <br />2. The property has been acquired and/or developed with Land and Water Conservation <br />Fund assistance and that it cannot be converted to other than public outdoor recreation <br />use without the written approval of the State acting through its Commissioner of Natural <br />Resources and the Secretary of the Interior. <br /> <br />The enclosed resolution has been prepared for consideration by the City Council to satisfy the <br />deed restriction requirement set forth in the grant agreement. Upon its authorization, the <br />resolution will be recorded against the property. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council authorize the resolution approving a deed restriction to <br />Pioneer Park.
