<br /> <br /> <br />MEMORANDUM OF UNDERSTANDING BETWEEN <br />RAMSEY COUNTY AND THE CITY OF LITTLE CANADA <br />FOR IMPROVEMENTS TO <br />LITTLE CANADA ROAD (COUNTY ROAD 23) <br /> <br /> <br />WHEREAS, Little Canada Road is a County Road located within the City of Little Canada that <br />connect with Lakeshore Avenue and Country Drive; and <br />d <br />WHEREAS, Little Canada Road is utilized by residents and the general public in a wide variety of <br />transportation modes (vehicles, towing trailers, bicycles, pedestrians, etc.), and the corridor between <br />Lakeshore Avenue and Country Drive is generally considered congested with opportunities to <br />improve safety for both vehicles and pedestrians; and <br /> <br />WHEREAS, conflicts between vehicular traffic and bicycles and pedestrians are documented in the <br />last several years; and <br /> <br />WHEREAS, County and City staff have collaborated to identify a project to improve congestion and <br />safety in the corridor and said project has been awarded funding through the 2022 HSIP Program, <br />2023 Local Road Improvement Program, and 2024 Regional Solicitation Program; and <br /> <br />WHEREAS, the City of Little Canada intends on acting as the lead agency on this collaborative <br />project; and <br /> <br />WHEREAS, Ramsey County has programmed improvements to Little Canada Road in its 2024-2028 <br />Transportation Improvement Program for 2026 construction; and <br /> <br />WHEREAS, The City of Little Canada has programmed improvements to Little Canada Road in its <br />2024-2033 Capital Improvement Plan for 2026 construction; and <br /> <br />NOW, THEREFORE, the City and County agree to the following: <br /> <br />Little Canada Road Improvements from Lakeshore Ave to the Country Drive: <br /> <br />1. The City shall undertake to design and construct the Little Canada Road Improvements, <br />including the realignment of Country Drive, in accordance with the alignment/layout <br />shown in Attachment A, in the 2026 construction season. <br />2. The City and County will cooperate on the acquisition of right of way for this project, in <br />accordance with the Ramsey County Public Works Cost Participation Policy. <br />3. The City and County will participate in the cost of the construction of the Little Canada Road <br />Improvements according to the provisions of the Ramsey County Public Works Cost <br />Participation Policy. <br />4. The City and County will participate in the cost of the engineering and construction <br />administration of the project, according to the provisions of the Ramsey County Public Works <br />Cost Participation Policy. <br />5. Awarded grant funding will be subtracted from the eligible project costs prior to implementing <br />the County’s cost participation policy. <br />6. The terms of this MOU will be further defined in a future Cooperative Agreement <br />between the City of Little Canada and Ramsey County near the completion of 60% <br />design. <br /> <br /> <br />
