APPENDIX TO APPLICA'T'ION <br />FOR TEXT AMENDMENT AND <br />CONDITIONAL USE PERMIT <br />BY EDWARD JABLONSICI AND <br />LITTLE CANADA MINT STORAGE, LLC <br />Edward Jablonski is the manager of the United Mini Storage facility located at <br />2617 Park Street, Little Canada, MN. The property owner is Little Canada Mini Storage, <br />LLC. This location has been used as aself-storage rental facility for many years, and it is <br />believed that a caretaker's apartment has been a part of the site since the 1980's and <br />perhaps earlier. The area is zoned B-3. The apartment is across the street from residential <br />housing. <br />Earlier this year, following a Fire Marshal's inspection, it was discovered that s <br />no documentation could be located to establish that the premises had ever been approved <br />for residential use. This came as a surprise to the owner of the property and to the <br />manager, who resides there. <br />According to the Ramsey County property tax records, the structures on the <br />property were constructed in 1979 and 1985. The tax records show that the property is <br />classif ed as both commercial and non-homestead residential. The apartment is located on <br />the east end of the main building, facing Park Street, and the company's on-site office is <br />incorporated into the apartment. Being adjacent to a residential neighborhood, the <br />occupant of the apartment has the same access to services appropriate to residential living <br />situations -shops, schools, churches, parks, etc. The apartment is appropriately set back <br />from the street, has off-street parking, is unobtrusive in appearance, and fits in well in the <br />community (it has been occupied by a manager or caretaker for many (presumably more <br />than twenty) years. <br />
