STAFF REPORT

TO: Mayor Fischer and Members of City Council

FROM: Laura Linehan, Community Relations Manager

DATE: June 12, 2024

RE: Council Contingency Fund Donation Request

ACTIONS TO BE CONSIDERED:
Staff is requesting City Council consideration for a $200.00 donation from the Council
Contingency Fund.

BACKGROUND:
In early May, Barb Larsen, a resident of Montreal Courts, reached out to city staff to inquire
about the city hosting the Juneteenth event. Staff met with Ms. Larsen to hear her vision. While
the city was unable to host a city-wide Juneteenth event, staff feels supporting this resident-led
initiative is beneficial for both outreach and inclusion initiatives.

This Juneteenth Celebration is open to all and will be held at the Pioneer Park Concession stand
on Wednesday, June 19 from 12:00 to 2:00 PM. The event will consist of food, kid-friendly
music, dancing, and games. Attendees will also be encouraged to visit the new all-inclusive
playground. Additionally, Ms. Larsen requested attendance from Ramsey County Sheriff’s
Deputies, and staff passed along contact information to assist in coordinating a drop-by.

Ms. Larsen is in the process of requesting donations from a number several local businesses to
help support this event. Should the Council support this request, $200 would be spent on food
items for the event, which will be purchased by city staff in coordination with Ms. Larsen.

BUDGET:
Staff is requesting funds from the Council Contingency Fund to purchase food items, not to
exceed $200.00, as a small donation to help support the event.

STRATEGIC PLAN INITATIVE:
Support for this event touches upon several Action Items within the Enhancing Identity and
Empowering Community Strategic Direction, including the development of a community
outreach program, Diversity, Equity, and inclusion campaign, and community culture campaign.

RECOMMENDATION:
Staff recommends that the City Council approve a $200.00 donation to purchase food items for a
resident-led Juneteenth event held at the Pioneer Park concession stand.

ATTACHMENTS:
A.
