<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, City Engineer <br /> <br />DATE: July 10, 2024 <br /> <br />RE: 35E/Country Drive/Little Canada Road Interchange Project <br />IIJA Grant Application – Grant Agreement <br /> <br /> <br />BACKGROUND: <br />At the May 8, 2024, City Council meeting, staff was authorized to move forward with a grant <br />application to the Infrastructure Investment and Jobs Act (IIJA) Active Transportation Infrastructure <br />Investment Program (ATIIP). The grant would seek reimbursement for planning and design <br />associated with a possible pedestrian bridge over I-35E. <br /> <br />Notably, City staff applied for and were awarded MnDOT technical assistance grant funds to pay for <br />all consulting costs associated with making the application to this IIJA program. The MnDOT <br />technical assistance grant program is a rolling program that MnDOT is administering to help local <br />agencies pay consultants to make applications to the various IIJA programs. Each City is eligible for <br />up to a $30,000 grant request annually. <br /> <br />In order to qualify for reimbursement from MnDOT for the $19,500 in ATIIP grant application costs, <br />the City must enter into the enclosed grant agreement. City staff have reviewed the agreement and <br />find the terms acceptable and consistent with other grant agreements. <br /> <br />SOURCE OF FUNDS <br />Funding for the IIJA ATIIP application is not currently a programmed cost. However, the City is <br />authorized to receive full reimbursement for the application through MnDOT’s Technical Assistance <br />Program. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council pass Resolution 2024-7-83, authorizing a grant agreement <br />with MnDOT for the state funded program for IIJA discretionary grant assistance.
