STAFF REPORT TO:Mayor Fischer and Members of the City Council FROM:Chris Heineman, City Administrator Laura Linehan, Community Relations Manager DATE: July 24, 2024 RE:City Attorney RFP for Civil Legal Services Update ACTIONS TO BE CONSIDERED: Staff is providing an update on the City Attorney Request for Proposal (RFP) process. BACKGROUND: On June 12, the City Council approved the issuance of a request for proposals (RFP) for City Attorney Civil Legal Services. On June 14, staff released the RFP through direct solicitation to twelve legal firms, published on the city website, and published in the legal notices in the Pioneer Press. Questions were due on June 28, and only one question was received. The response was prepared and provided to all potential applicants accordingly on July 1. Proposals were due on July 8, with eight firms submitting proposals for consideration. At the July 10 City Council Workshop, the Council finalized the subcommittee members for Civil Attorney Legal Services to include Councilmembers Amanda Gutierrez and Teresa Miller and City Administrator Chris Heineman. Staff additionally provided information based on the initial review of the proposals received. Interviews for the City Attorney – civil legal services were held with the subcommittee and responding firms on July 16 and July 17, with all eight firms interviewed by the subcommittee. Two firms have been invited to participate in an interview with the entire City Council. Those interviews will take place during the City Council Workshop on July 24, starting at 6:00 PM. BUDGET: At this time, there is no budgetary impact; however, RFP respondents provided billable rates as part of proposals, which may result in an increase based on responses. RECOMMENDATION: Two firms have been invited to participate in an interview process with the entire City Council on July 24 during the City Council Workshop, starting at 6:00 PM.
