STAFF <br />REPORT <br />TO:Mayor Fischer and Members of the City Council <br />FROM:Chris Heineman, City Administrator <br />Laura Linehan, Community Relations Manager <br />DATE: July 24, 2024 <br />RE:City Attorney RFP for Civil Legal Services Update <br />ACTIONS TO BE CONSIDERED: <br />Staff is providing an update on the City Attorney Request for Proposal (RFP) process. <br />BACKGROUND: <br />On June 12, the City Council approved the issuance of a request for proposals (RFP) for City <br />Attorney Civil Legal Services. On June 14, staff released the RFP through direct solicitation to <br />twelve legal firms, published on the city website, and published in the legal notices in the <br />Pioneer Press. <br />Questions were due on June 28, and only one question was received. The response was prepared <br />and provided to all potential applicants accordingly on July 1. Proposals were due on July 8, with <br />eight firms submitting proposals for consideration. <br />At the July 10 City Council Workshop, the Council finalized the subcommittee members for <br />Civil Attorney Legal Services to include Councilmembers Amanda Gutierrez and Teresa Miller <br />and City Administrator Chris Heineman. Staff additionally provided information based on the <br />initial review of the proposals received. <br />Interviews for the City Attorney – civil legal services were held with the subcommittee and <br />responding firms on July 16 and July 17, with all eight firms interviewed by the subcommittee. <br />Two firms have been invited to participate in an interview with the entire City Council. Those <br />interviews will take place during the City Council Workshop on July 24, starting at 6:00 PM. <br />BUDGET: <br />At this time, there is no budgetary impact; however, RFP respondents provided <br />billable rates as part of proposals, which may result in an increase based on responses. <br />RECOMMENDATION: <br />Two firms have been invited to participate in an interview process with the entire City Council <br />on July 24 during the City Council Workshop, starting at 6:00 PM.
