MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 24, 2024 <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 24th day of April 2024 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m. and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members T. Miller, Kwapick, Gutierrez and D. Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Development Director Corrin <br />Wendell, Public Works Director Bill Dirks, Code Enforcement Officer/Rental Housing Coordinator <br />Brain Kaden, and City Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />T. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2 024-4-45 — APPROVING THE MINUTES OF THE APRIL 10, 2024 <br />WORKSHOP AND THE APRIL 10, 2024 REGULAR MEETINGS AS SUBMITTED <br />The foregoing resolution was duly seconded by D. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />2024 ARBOR DAY PROCLAMATION <br />Mayor Fischer read aloud the 2024 Arbor Day Proclamation. <br />PUBLIC COMMENT <br />None. <br />PRESENTATIONS <br />MNDOT HIGHWAY 36 MULTIMODAL CORRIDOR STUDY <br />David Elvin stated that for the last year or so they have been working to identify the transportation <br />needs of those using Highway 36 along this corridor. He identified the eight -mile study segment, <br />study partners, schedule, and upcoming MnDOT projects in the study area. He reviewed the existing <br />conditions and daily traffic volumes within the corridor, along with the number of people crossing the <br />corridor per day in vehicles as well as on foot or bike. He noted the potential to include an E-Z Pass <br />lane for Highway 36 in the future. He summarized the results of the 2023 engagement that was <br />completed and the primary needs that were developed from that input. He reviewed the alternatives <br />that have been considered, the screening that was completed for those options, and the alternatives that <br />are continuing to move forward. He then explained how those alternatives have been refined to carry <br />forward and acknowledged that they would have more work relating to the railroad bridge to determine <br />
