MINUTES <br />CITY COUNCIL <br />MAY S, 2024 <br />STAFF REPORTS <br />AUTHORIZE APPLICATION TO THE IIJA/ACTIVE TRANSPORTATION <br />INFRASTRUCTURE INVESTMENT PROGRAM FOR THE LITTLE CANADA <br />COMMUNITY CONNECTIVITY PROJECT <br />The Public Works Director explained that City staff has continued to seek funding for the interchange <br />area projects, including a potential pedestrian bridge. He stated that option does seem feasible and has <br />been a desired amenity for the community. He explained that this opportunity could provide funding <br />for projects such as a pedestrian bridge and could provide funding for planning and design as well as <br />construction. He stated that MnDOT is offering to pay the cost for the application, which is $19,500. <br />He noted that the application would be complete and submitted in mid -June. <br />Mayor Fischer asked and received confirmation that MnDOT has approved the application cost <br />reimbursement. The City Administrator recognized the work of staff and Bolton & Menk in receiving <br />the approval from MnDOT to apply for this opportunity. D. Miller noted that the pedestrian bridge has <br />been a desired element for many years, recalling discussions during his time on the Parks and <br />Recreation Commission. <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2024-5-55 —AUTHORIZING STAFF TO SUBMIT AN APPLICATION <br />-FOR PEDESTRIAN BRIDGE PLANNING AND DESIGN THROUGH THE <br />INFRASTR UCTURE INVESTMENT AND JOBS ACT ACTIVE TRANSPORTATION <br />INVESTMENT PROGRAM. <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />D. Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2024-5-56 A UTHORIZING THE PROPOSAL FROM BOLTON & <br />MEND TO PREPARE THE A TIIP APPLICA TION IN THE ESTIMA TED AMO UNT OF <br />$19, 500. <br />The foregoing resolution was duly seconded by T. Miller. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />DISCUSS CITY COUNCIL SALARY INCREASE <br />The City Clerk explained tonight the Council is asked to consider an increase to the City Council <br />salary, which is set by ordinance. She reviewed the State Statute specifications on when these <br />increases can be considered and implemented. She noted that staff reviewed a lot of comparison <br />information from other cities and Little Canada is behind most communities. She stated that most <br />cities update the City Council salaries on occasion, similar to Little Canada, with the exception of <br />Maplewood who instituted a set percentage increase to continue each year or every other year.
