MINUTES OF THE WORKSHOP MEETING
CITY COUNCIL
LITTLE CANADA, MINNESOTA
MAY 89 2024
Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada,
Minnesota was convened on the 8' day of May, 2024 in the.Conference Room of the City Center
located at 515 Little Canada Road in said City.
Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City
Council were present at roll call:
ROLL CALL: In attendance were Mayor Fischer, City Council Members T. Miller, Gutierrez,
Kwapick and D. Miller. Absent: None.
ALSO PRESENT: City Administrator Chris Heineman, Public Works Director Bill Dircks and
City-Cl-erk/HR MancTger Heidi -Heller, —and r-esident-Pete-Carp-enter 2900 PayneAven-ue - -- -
EV CHARGING STATION DISCUSSION
The Public Works Director reported that the city was part of an EV Communities group that just
ended and was helpful to learn steps to take, including adding charging stations at City Hall. He
explained that he has talked to some companies that sell the charging stations and electricians on
getting power outside to where the stations could be located. He noted there could be partnerships
with local businesses to place the stations at the business. He stated there had been grants available,
but he has not found any grant funds that are currently available. The City Administrator stated that
Dakota County has a county -wide program where stations have been installed at county facilities
and parks.
The Public Works Director reported that staff has been looking at getting an electronic vehicle (EV)
charging station installed at City Hall, which would be the first City -owned station in town. He
noted there are some private businesses and housing complexes that have charging stations, but not
many. He stated that staff has been looking at a level 2 charging station for City Hall, which is the
most common type of station. He stated it takes 4-10 hours to charge an empty fully electric vehicle
to 80%, depending on a number of factors. He noted that other cities have indicated that it is wise to
charge some sort of a fee so that users don't just park their car and leave it all day. He stated the
cost of this type of station is anticipated to be around $30,000.
T. Miller stated it did not make sense to install a charging station at City Hall since people were not
there for long periods of time, but Pioneer Park and Spooner Park would be good places. The City
Administrator stated there could be requirements to require either pre -wiring or installing charging
stations in new multi -family developments.
There was Council consensus for the Public Works Director to contact electric companies to look
into running power to Pioneer Park for a potential charging station. Council also agreed that
installing a charging station at the Public Works Shop would be a good idea as the City's vehicle
fleet changes to EV's.
