MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 109 2024 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 1 Oth day of July, 2024 in the Conference Room of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer, City Council Members T. Miller, Gutierrez, <br />Kwapick and D. Miller. Absent: None. <br />ALSO PRESENT: City Administrator Chris Heineman, Community Relations Manager Laura <br />Linehan and City Clerk/HR Manager Heidi Heller. <br />REVIEW PROPOSAL FOR ALTERNATIVE BENEFITS <br />The City Clerk stated that staff had suggested personnel policy changes and would bring back <br />specific policy language for the items that the Council was supportive of. She reviewed the new <br />Minnesota Paid Leave law that was passed by the Legislature in 2023 with a start date of 2026. She <br />explained that the Council will need to decide in 2025 how much of the cost they will cover. She <br />stated that Council could also opt to expand on the MN Paid Leave for parental leave. She <br />reviewed the options for added paid leave and will bring back suggestions. <br />There was Council consensus that the proposal for the city apparel was acceptable as presented and <br />add one clothing item per term for Commissioners. <br />The City Clerk explained that for safety she requires at least two people to be at city hall at all times <br />if the building is unlocked, but that is often difficult due to the small number of staff, particularly on <br />Fridays. She noted that staff who are scheduled to work would still be there working, but staff is <br />proposing the building be closed. There was Council consensus to close city hall at noon on <br />Fridays. <br />Staff will bring back the other items for discussion at a later date. <br />DISCUSS ORGANIZED COLLECTION REQUEST FOR PROPOSAL <br />The City Administrator explained that the current organized collection contract with three haulers <br />will expire on December 31, 2024. He stated that there is an option to extend it again for another <br />two years, but it is unlikely that the current contract's low two percent annual price adjustment <br />would continue into an extension. He explained that there is also the option to issue a Request for <br />Proposal and consider going from three haulers to one or two. <br />There was Council consensus to move forward with a request for proposal for a single hauler in the <br />city. <br />
