MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANAllA, MINNESOTA <br />JULY H, 2009 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 8th day of July, <br />2009 in the Council Chambers of the City Center located at 515 Little <br />Canada Road iu said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br /> CITY COUNCIL: Mayor Mr. Bill Blesener <br /> Council Member Ms. Shelly Boss <br /> Council Member Mr. John Keis <br /> Council Member Mr. Mike McGraw <br /> Council Member Mr. Rick Montour <br /> ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br /> City Clerk Ms. Kathy Glanzer <br />FRA-DOR Mayor Blesener indicated that the purpose of this evening's workshop <br />IUP & meeting is to review key points associated with the Fra-Dor Interim Use <br />REDEVELOP- Permit extension and redevelopment of this site. <br />MENT <br />PLAN 1'he City Administrator presented a report dated July 7, 2009 outlining the <br /> key points that the subcommittee discussed at their May meeting. The <br /> first point related to the fact that the Fra-Dor site is a PCA licensed la~rdfill <br /> site. Upon completion of the landfill operation, buildings would be <br /> permitted at grade. Frank Frattalone, Fra-Dor, noted that the site has a <br /> permit for a gravel and bituminous cap. Modifications to the cap would <br /> require modifications to the permit. Frattalone noted that the property <br /> could be developed with at grade buildings on floating slabs. The City <br /> Administrator indicated that there was discussion about redeveloping the <br /> site with seven 5,000 to 6,000 square foot buildings, or three 40,000 <br /> square foot buildings. Frattalone indicated that he has had a soils engineer <br /> look at the site. That engineer believes it may be possible to develop the <br /> site with the larger buildings. Frattalone noted that doing soil corrections <br /> on this property would be cost prohibitive. <br />The next point discussed was the possible acquisition of the two parcels <br />across Ryan Drive fi•om the Fra-Dor site. The Administrator noted that <br />the location of the power line, soils, relocation issues, and timing <br />negatively impact the addition of these parcels to the Fra-Dor property. <br />Given road relocation and power line location, the usable property on <br />these two parcels would likely be an extension of parking lot.
