Montour noted that the redevelopment of the Fra-Dor <br />property is supposed to be a partnership with Frattalone and the City <br />working together. Montour questioned the increased gravel tax as an <br />incentive. Keis suggested that an option might be to eliminate the gravel <br />tax once a purchase agreement is signed for this property. It was also <br />noted that the City will be aware of the condition of the economy over the <br />next few years and the impact of the economy on the potential <br />redevelopment of this property. With regard to the gravel tax, the City <br />Administrator noted that the tax was put in place as a substitute for <br />potential property taxes on this site had a commercial building occupied <br />the site. Frattalone stated that he understands the reason for the gravel tax, <br />but noted that he is trying to make the property pay for itself, and an <br />increase in the gravel tax is passed on to customers. <br />Frattalone pointed out the potential that the Fra-Dor property could be sold <br />in two pieces, the gravel site and the former Groundskeeper site. <br />Frattalone also pointed out the potential that he would be the <br />developer/owner of the redeveloped property and would construct <br />buildings for lease. Frattalone felt it may be more feasible to redevelop <br />the site with smaller buildings. Blesener suggested that these issues would <br />likely be determined at the time the property is put up for sale and if there <br />are any offers to purchase. The City Administrator indicated that over the <br />years he has had people contact the City looking for approximately 10 acre <br />sites for larger industrial buildings. The Adminish~ator suggested that if <br />the economy improves, the Fra-Dor location would be a good <br />redevelopment site given our location. <br />Blesener noted that the City would prefer to see the site developed with <br />larger buildings. Again, Frattalone felt that smaller parcels with 5,000 to <br />6,000 square foot buildings may be most feasible. <br />The City Administrator suggested that a portion of the site may be a good <br />location for the new Public Works Garage. Frattalone suggested that the <br />former Groundskeeper site maybe good for that use, and it may be <br />possible to separate that parcel from the Fra-Dor site without negatively <br />impacting redevelopment potential. Blesener agreed that the former <br />Groundskeeper site would be a good Public Works garage site. <br />'t'he City Administrator indicated that the next step would be to draft a <br />Development Agreement with Fra-Dor covering the points discussed this <br />evening. Once that Agreement is in place, the Council would act on the <br />extension of the Interim lJse Permit for Fra-Dor. <br />Frattalone stated that he appreciated the Council's willingness to consider <br />the additional time for the Fra-Dor operation, and indicated that the <br />business has been a good one for the community. <br />4 <br />
